It is known that some Internet Provides as well as Mobile Internet Providers may block PPTP VPN traffic.
They are doing it mostly for 2 reasons.

To limit Internet access to sites and services that otherwise can be accessed over VPN.

To charge customers extra fee for unblocking. In order to hide this unfair business practice many Internet Providers may use the deceptive name for this, such as "Extended VPN package" and so on.
Various technique can be used for blocking. In most typical cases they are blocking GRE Protocol 47 packets or simply GRE packets (please do not confuse it with "47 port").
GRE packets are used for PPTP VPN, therefore if they are blocked, then it is not possible to use PPTP VPN.
If you have any doubt, please contact your Mobile Internet Provider directly and ask these two question: "Are you blocking GRE Protocol 47 packets or not?", "Are you blocking PPTP VPN traffic in any other way?"
